مطالعۀ مقایسه‌ای سیاست خارجی اتحادیۀ اروپا، آمریکا و ج.ا.ایران در قبال مسألۀ فلسطین (بررسی در سطوح اعلامی و عملکردی)

چکیده

مسألۀ فلسطین یکی از پایدارترین و مناقشه‌برانگیزترین موضوعات سیاست بین‌الملل معاصر است که طی دهه‌های گذشته بر معادلات امنیتی خاورمیانه و الگوهای کنش بازیگران اصلی نظام بین‌الملل تأثیر عمیقی گذاشته است. این مقاله در پی آن است که با اتکا به چارچوب نظری واقع‌گرایی نئوکلاسیک و با استفاده از روش تحلیل تطبیقی به این پرسش اصلی پاسخ می‌دهد که چگونه تعامل میان فشارهای ساختاری نظام بین‌الملل و متغیرهای داخلی موجب شکل‌گیری الگوهای متفاوتی از همگرایی یا واگرایی میان سطح اعلامی و سطح عملکردی سیاست خارجی ایالات متحدۀ آمریکا، اتحادیۀ اروپا و جمهوری اسلامی ایران در قبال مسألۀ فلسطین می‌شود؟ یافته‌های پژوهش نشان می‌دهد که در مورد ایالات متحده و تا حدی اتحادیۀ اروپا، میان مواضع اعلامی - که غالباً بر راه‌حل‌های سیاسی، روندهای صلح و چارچوب‌های حقوق بین‌الملل تأکید دارند - و رفتار عملی آن‌ها در عرصه‌های نهادی و سیاسی شکاف قابل توجهی وجود دارد؛ شکافی که تا حد زیادی ناشی از ملاحظات راهبردی، الزامات امنیتی و جایگاه این بازیگران در ساختار قدرت نظام بین‌الملل است. در مقابل، سیاست خارجی جمهوری اسلامی ایران در قبال مسألۀ فلسطین از هم‌راستایی بیشتری میان سطح اعلامی و عملکردی برخوردار است.
