پناهجو به مثابه هوموساکر؛ بررسی وضعیت پناهندگان خاورمیانه به اروپا(2015-2023)

چکیده

چکیده

امروزه جهان با بحران‌هایی مانند جابه‌جایی اجباری، آوارگی، پناهندگی و پناهجویی روبه‌روست. مقصد این پناهجویان یا مهاجران اجباری، کشورهای توسعه‌یافته و اغلب کشورهای اروپایی هستند، از این رو اروپا از منظر حقوق شهروندی و حقوق بشر در بحبوحه یک «بحران دموکراتیک» قرار دارد. به بیان جورجیو آگامبن این بحران را می‌توان نشانه‌ای از «مرگ شهروندی» برای سوژه‌های واقع شده در وضعیت «استثنایی» و «حیات برهنه» تلقی نمود. طی یک دهه اخیر رویدادهایی همچون وقوع انقلاب‌های عربی در سال 2011، ظهور داعش و گروههای ستیزه‌جوی افراطی، فرقه‌گرایی، جنگ‌های داخلی و نیابتی سوریه، عراق و یمن و همچنین روی کار آمدن طالبان در افغانستان از دلایل عمده مهاجرت اجباری بخشی از جمعیت منطقه خاورمیانه به قاره اروپا بوده است. پرسش اصلی نوشتار حاضر این است که؛ «سیاست‌ها و مواضع کشورهایی اروپایی در قبال پناهجویان خاورمیانه چرا و چگونه منجر به شکل‌گیری بحران پناهندگی طی سالهای اخیر در این کشورها شده است؟ یافته‌های پژوهش با تکیه بر مفاهیم بنیادین اندیشه آگامبن نشان می‌دهد که کشورهایِ هدفِ پناهجویی در اتحادیه اروپا، با قرار دادن پناهجویان در موقعیت «اردوگاهی»(حیات برهنه و وضعیت استثنایی) عمدتا به مثابه «هوموساکر» یا موجوداتی «فاقد حقوق»، «فاقد سرزمین» و «حاشیه‌نشین» رفتار کرده‌اند، وضعیتی که عملا به معنای پایان حقوق شهروندی، پایان حقوق بشر و کمک‌های انسان دوستانه است.
