سیاست خارجی روسیه در قبال آسیای مرکزی (2020-2000)

چکیده

پس از به قدرت رسیدن پوتین و تاکید وی بر مفهوم "جهان چندقطبی" که به تسلط روسیه در قلب اوراسیا اشاره دارد؛ بار دیگر آسیای مرکزی بعنوان حوزه نفوذ و حیات خلوت روسیه مورد توجه قرار گرفت. در حالی که روسیه مصمم است که نفوذ خود را در "خارج نزدیک" تقویت کند، عدم قطعیت های جدیدی در برابر کشورهای بی ثبات آسیای مرکزی قرار دارد. سیاست خارجی روسیه در دوران ریاست جمهوری پوتین، با تأکید ویژه ‌بر روابط آن با غرب، موردتوجه بسیاری از تحلیلگران و محققان روابط بین‌الملل قرارگرفته است. برای بحث در مورد این مسائل، مقاله به دو بخش عمده تقسیم می‌شود: 1) جایگاه آسیای مرکزی در سیاست خارجی روسیه و 2) ابزار اصلی مسکو در دستیابی به اهداف استراتژیک. هدف مقاله حاضر، بررسی سیاست خارجی روسیه در قبال منطقه آسیای مرکزی طی سال‌های 2000 تا 2020 است. مقاله با استفاده از رویکرد ژئوپلیتیک تلاش می‌کند به این سوال پاسخ دهد که ولادیمیر پوتین در آسیای مرکزی چه اهداف استراتژیکی را دنبال کرده و آیا موفق به تحقق آنها شده است یا خیر. فرضیه اصلی مقاله این است که ملاحظات ژئوپلیتیکی در کنار عواملی چون مسائل امنیتی و سیاست‌های خاص هر کشور، عناصر کلیدی رویکرد روسیه به آسیای مرکزی هستند.در نهایت مقاله به این نتیجه می رسد که روسیه در کوتاه‌مدت مهم‌ترین قدرت خارجی در آسیای مرکزی باقی خواهد ماند، اما با رشد نفوذ چین در حوزه‌های سیاسی و امنیتی، ممکن است نقش روسیه به چالش کشیده شود. روش مقاله ترکیبی از تحلیل کیفی، رویکرد تاریخی است.
