Abstract
Good governance, as a key indicator of political system efficiency, plays a significant role in shaping states’ behavior in international relations. Domestic governance quality, reflected in transparency, accountability, effectiveness, and the rule of law, can influence foreign policy orientation. Accordingly, this study examines the impact of domestic governance quality on the behavioral patterns of the Islamic Republic of Iran in international relations. The central research question is: How does domestic governance quality affect Iran’s behavior in the international arena? The hypothesis posits that improving effectiveness, transparency, and institutional cohesion will move Iran’s international behavior toward greater engagement, predictability, and soft power. Using a descriptive-analytical method and a theoretical framework combining good governance theory with neoclassical realist approaches, the findings indicate that poor domestic governance increases foreign policy uncertainty, reduces decision-making coherence, and weakens Iran’s international image. Conversely, improving good governance indicators enhances international trust and diplomatic interaction. Institutional cohesion and managerial effectiveness also reduce foreign policy costs, while transparency and accountability strengthen public diplomacy and international legitimacy. Therefore, improving domestic governance not only increases internal political efficiency but also enhances Iran’s international standing and facilitates more effective engagement with the global system.
