Water Resources Policy and Its Implications for National Security: A Comparative Study of Iran and Turkey in Transboundary River Basins

Abstract

The main objective of this study is to examine the impact of water resources policy on Iran’s national security and to compare it with Turkey’s experience in managing transboundary river basins. The central research question is: “How do water resources management policies affect the various dimensions of Iran’s national security, and what lessons can be drawn from Turkey’s experience in this regard?” The study hypothesizes that inefficient water resources policies in Iran may undermine certain aspects of national security, whereas Turkey’s experience in transboundary basin management demonstrates the positive effects of coordinated and strategic policymaking on national security. Using a descriptive-analytical method with a comparative approach, and based on the theory of water security and the comparative policy model (which examines the relationship between water policy and the economic, social, and political dimensions of national security), the study found that Iran’s water management policies, despite widespread challenges, hold potential for enhancing interpectoral coordination and regional stability. Turkey’s integrated and strategic approach to managing shared basins shows that coordinated policymaking can generate positive outcomes in reducing regional tensions and strengthening national security. Comparative analysis indicates that reinforcing transboundary cooperation and adopting integrated policies could enhance Iran’s opportunities for improving national security. The study concludes that strengthening Iran’s water resources policy and learning from successful neighboring countries’ experiences can reinforce national security across economic, social, and environmental dimensions, providing a strategic framework for addressing water-related challenges.
