Mediation as a Component of Soft Power and the Promotion of Qatar's Status to a Middle Power

Abstract

Mediation, as one of the effective instruments of soft power, is regarded as a smart and low-cost strategy for enhancing the status of states within the international system. Countries that lack hard power components—such as territorial size, population, and military capability—are often inclined to adopt soft power strategies in their foreign policy. In this context, Qatar, a small state in the Persian Gulf region, has successfully employed mediation as a central foreign policy tool to play an active role in resolving regional and international conflicts, thereby elevating its status to that of a “middle power.” This study, using a descriptive-analytical approach, examines how Qatar has transitioned from a minor regional actor to a middle power through its mediation strategy. The findings indicate that Qatar, by focusing on active diplomacy, maintaining neutrality in complex crises, and providing platforms for dialogue, has managed project a positive and trustworthy image of itself on the global stage. This image has contributed to increased international credibility and the reduction of regional tensions. Moreover, Qatar’s involvement in sensitive cases—such as the U.S.-Taliban negotiations, Middle Eastern crises, and the Israeli-Palestinian conflict—demonstrates its capacity to play a constructive role in managing international disputes. The country’s use of economic resources, geopolitical positioning, and media tools such as Al Jazeera has also been instrumental in consolidating its national brand as an active and innovative actor in public diplomacy. Ultimately, mediation has served as a long-term strategic approach in Qatar’s foreign policy, contributing to its elevated position within the global order.
