Implementing the mechanism of the responsibility to protect in Afghanistan after the return of the Taliban

Abstract

Frequent violations of human rights, forced migration, insecurity and other weaknesses in the rule of law and the existence of economic corruption have created unfavorable conditions in Afghanistan. Considering the conditions in Afghanistan and its previous experiences, it can be said that in order to support and protect The rights of the Afghan people, creating a suitable platform for exercising their right to self-determination can be a solution to end the chaos in this country as a result of the past US military occupation and the current Taliban occupation. The current research with a descriptive-analytical method seeks to verify the feasibility of applying the doctrine of responsibility to protect as a solution to end the unfavorable situation of this country, considering the recent situation in Afghanistan and the re-establishment of the Taliban. The findings of the research show that sovereignty is not only a right but also a responsibility by which a government is committed to take care of and respect the rights of people under its authority, thus in the dialectical relationship between sovereignty on the one hand and human values on the other hand, the antithesis of responsibility can be presented. In this regard, the first step is to get out of the state of passivity or perhaps indifference on the part of the international community, as well as the effort and effort to implement their obligations based on international law,
