Futures Studies on Governance Strategies in Dealing with Hybrid Warfare Challenges

Abstract

In the 20th century, hybrid warfare is known as one of the most complex forms of warfare. This type of warfare, by using various military and civilian tools and methods, tries to pressure the enemy in various dimensions. It is also known for using new technologies, deceptive diplomacy, disinformation, and economic measures. This research seeks to answer the question of how governance principles can be outlined and strengthened in such a way that the efficiency and resilience of the governance system can be maintained in the face of hybrid warfare? The research hypothesis is that if governance principles are strengthened with the help of new technologies, cooperation with other countries, and the creation of mechanisms for internal resilience against the threats of hybrid warfare, the governance system can be more resistant to the threats resulting from it. The research findings show that governance systems that have updated their principles in accordance with existing changes and threats are more resilient in dealing with threats and have accepted less influence. Also; Information exchange with other countries and international institutions and the use of new information technologies make it less effective in dealing with the effects of this type of war. The method used in this article is futures research and scenario writing, and its theoretical basis is neoclassical realism, and up-to-date and reliable documents have been used to collect data.
