Today, the world is facing crises such as forced displacement, displacement, asylum and asylum seeking. The destination of these refugees or forced immigrants are developed countries and mostly European countries, therefore Europe is in the midst of a "democratic crisis" from the point of view of citizenship and human rights. According to Giorgio Agamben, this crisis can be considered as a sign of "death of citizenship" for the subjects in the "exceptional" situation and "bare life". During the last decade, events such as the Arab revolutions in 2011, the emergence of ISIS and extremist militant groups, sectarianism, civil and proxy wars in Syria, Iraq, and Yemen, as well as the rise of the Taliban in Afghanistan, are the main reasons for forced migration. A part of the population of the Middle East region has been to the European continent. The main question of this article is that; "Why and how have the policies and positions of European countries towards the Middle East refugees led to the formation of the refugee crisis in these countries in recent years?" Based on the fundamental concepts of Agamben's thought, the findings of the research show that the target countries of asylum seekers in the European Union, by placing the asylum seekers in a "camp" situation (bare life and exceptional status), mainly as "homosacres" or beings "without rights" ", "landless" and "marginalized", a situation that practically means the end of citizenship rights, the end of human rights and humanitarian aid
